At your Council/Parish Meetings where the incoming Mayor is voted into Office, has anyone ever arranged for the votes for their mayor to be anonymous?

The answer to this lies in your Council Procedure Rules (sometimes called Standing Orders)
There will be a section on Voting, which will include recorded votes, methodology etc.

Sad as I am, I have read dozens of these things and have never seen any provision, in any council, for secret ballots - in the context of a vote in council it isn't at all transparent, so not surprising that no provision is made.

The short answer then is 'no - very doubtful'
