Ceremony for a new Honorary Recorder at Crown Court

I have recently been approached by Teesside Combined Court about a ceremony to appoint the new Honorary Recorder. The last time they appointed one was in 2012 and the council don't appear to have been involved with the appointment. The Courts have advised that the Council should know what the formal process is so that the honorary title can be bestowed on him and that we have some involvement in this. We have also been advised that it is customary for the local authority to pay for the red robes. Has anyone had to arrange such a ceremony and if so, what is the protocol. We have a directly elected Mayor so are quite different to many other local authorities and apart from Remembrance events don't have many civic events. Any help would be appreciated.

Hi - having referred to Civic Ceremonial, the position of Honorary Recorder is purely that, honorary although it can be appointed by resolution of the Council. It is unlikely that the post should create any specific expenditure for the Council.
