Signing of overseas pension forms

Hello All,
Can anyone tell me where it originates from that the Mayor signs overseas pension forms for people now residing in their Borough? also can any other authority figure sign them?

I am now retired but I used to get requests for Mayor to sign forms for residents of the Borough in this way. I believe it was at the request of the country from which the pension was being paid. More recently I think the Chief Executive took over the signing. I think the reasoning for asking the Mayor to sign was because on the continent Mayors have a much more administrative role. Hello, our Town Clerk signs these forms although we are not quite sure how it originated.

Hi, our Electoral Services Team sign and stamp, as they have the up to date information on that person still living in the area.

Hi, we handed it over to our Registration Services sometime ago.
