Order of Procession on Remembrance Sunday

We have a councillor who is also a past Mayor. He was 'sacked' in 1999 but regained his seat in 2014 (a gap of 15 years) on a bi-election. We place our councillors and past Mayors in order of seniority in the procession on Remembrance Sunday. A dilemma - should I count him in the line-up with continuous service or from when he regained his seat? Any advice would be greatly appreciated.

Here at Canterbury we do the order as follows Lord Mayor, Leader of Council, then past lord mayors and Sheriffs who are still councilors followed by councillors in alphabetical order.
